Abstract: An efficient construction site layout is a critical factor in the success of construction projects because it directly affects safety performance, material handling costs, productivity, and environmental impacts. The spatial arrangement of temporary facilities (TFs) within limited site boundaries must respect technical, regulatory, and neighborhood constraints. This paper addresses the Construction Site Layout Problem (CSLP) from a multi-stakeholder perspective, acknowledging that modern construction environments are ecosystems of diverse stakeholders with conflicting objectives. We formulate CSLP as a multi-objective combinatorial optimization problem and propose a specialized metaheuristic framework to reconcile these diverse interests. The proposed model is validated on a representative construction scenario, demonstrating significant improvements in overall performance, safety, and stakeholder satisfaction.
